Adopt a resolution: (1) authorizing the Public Works Director to award a construction contract to, and execute a construction contract with Chrisp Company, for the Citywide Striping - Phase 1 project in the bid amount of $239,872.60; (2) authorizing the Public Works Director to approve change orders and charges for project services up to $68,988 for a total project construction cost amount not to exceed $308,860.60; and (3) determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:

The City’s 2026 paving program was approved by Council on January 6, 2026, and focuses on rehabilitating arterial and collector streets. These higher-volume roadways are generally larger and wider than neighborhood streets and require more extensive pavement markings.  Due to the scale and complexity of the striping work, specialized equipment and production application methods are often required to efficiently complete the pavement markings. 

 

The proposed Citywide Striping - Phase 1 construction contract will complete pavement striping improvements on South Jefferson Street, El Centro Avenue, and Thompson Avenue. In addition to lane striping, the project includes upgraded pedestrian crossings, bicycle lane markings and buffers, and new high-visibility traffic signage.

 

Utilizing a contractor to complete striping on these streets allows the City’s street maintenance crews to remain focused on delivering the remainder of the paving program and ongoing maintenance activities while ensuring pavement markings are completed efficiently.

 

The engineer’s estimate of probable construction cost for the Citywide Striping - Phase 1 project is $250,000. 

 

Staff began publicly bidding the project on June 8, 2026.  On June 24, 2026, three (3) formal bids for construction were received.  The bids were as follows:

The Napa Municipal Code local business preference of a three percent (3%) bid reduction factor did not alter the bid results.

 

The total construction budget, inclusive of the construction contract, contingency, and owner’s costs, is proposed as follows:

The contingency, construction management and inspection, and staff time are estimates. The funds can be used interchangeably among the items listed above.

 

FINANCIAL IMPACTS:

There are no financial impacts to award the construction contract in the amount indicated.  Sufficient funding for the project is included in the existing Paving Program’s Fiscal Year 2026/27 budget (30230810).

 

CEQA:

City staff recommends that the City Council determine that the Recommended Action is exempt from CEQA pursuant to CEQA Guidelines Section 15301(c), which exempts the repair or minor alteration of existing streets, sidewalks, gutters, and similar facilities.
