Authorize the Public Works Director to execute on behalf of the City a contract with Precision Emprise, Inc. dba Precision Concrete Cutting, Inc. for on-call concrete cutting services to assist in repair of sidewalks in an amount not to exceed $500,000 through June 30, 2027, and determine that the actions authorized by this item are exempt from CEQA.

DISCUSSION:
This on-call agreement will provide concrete cutting services to assist in repair of sidewalks. The contractor will repair sidewalk vertical displacements within the City by cutting the concrete into flush transitions. The specific equipment and technique used is patented and is only available from Precision Emprise, Inc. dba Precision Concrete Cutting, Inc
Sidewalk repair through concrete cutting compared to removal and replacement provides significant cost and time savings. Other benefits include reduction in construction materials, water savings, and little to no impact on the urban forest, which reduce impacts to the environment. This process also takes very little time and has minimal disruption to pedestrians using the sidewalks.
Concrete cutting services will help complete work related to the Napa Neighborhood Streets and Sidewalks Program, the sidewalk requests received through the City’s service center, and various other City street improvement projects.
The repair and maintenance of sidewalks advances the City Council’s priority of infrastructure and is important to the community. This contract will provide a cost-effective means for repairing sidewalks within the community.
FINANCIAL IMPACTS:
The on-call services agreement is for a not to exceed amount of $500,000.00. Funding for this agreement is covered by existing budget appropriations in the Sidewalk Improvement Program. (30030820).
CEQA:
City staff recommends that the City Council determine that the Recommended Action is exempt from CEQA pursuant to CEQA Guidelines Section 15301(c), which exempts the operation, repair, maintenance or minor alterations of existing streets, sidewalks, gutters, bicycles/pedestrian trails, and similar facilities.
