Adopt a resolution; (1) approving the updated 5-Year List of Projects under the Measure T Program; (2) authorizing the Public Works Director to file the updated 5-Year List of Projects with NVTA-TA; and (3) determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:
At the General Election held on November 6, 2012, the voters of Napa County approved a ½-cent sales tax increase known as Measure T, the Napa Countywide Road Maintenance Act of 2012. The Measure T Countywide sales tax began July 1, 2018, concluded on June 30, 2025, and was replaced with Measure U after voters of Napa County approved a new tax measure for road improvements with a revised expenditure plan on November 5, 2024. While no new revenue is being collected for Measure T, the City of Napa is currently completing projects with Measure T funding.
Measure T is implemented by the Napa Valley Transportation Authority - Taxing Authority (“NVTA-TA”) and the tax proceeds have been allocated among the county, town and city agencies within the County. The City’s 5-Year List of Projects is required to be updated and adopted at least every two years or when new projects are added to the list. Previous updates to the Measure T 5-Year List of Projects were approved by City Council in July 2019, December 2019, July 2020, May 2021, December 2021, December 2023, April 2024, and December 2024.
5-Year Work Plan Update: This proposed 5-Year List of Projects update adds the California Boulevard Rehabilitation Project (33ST26PW11). Funding allocation for this project is recommended under a separate agenda report for the California Boulevard Rehabilitation Project on this same agenda. The proposed budget amendment will complete the funding package necessary to fully fund the construction of the California Boulevard Rehabilitation Project. The budget amendment will transfer Measure T funds from the Westwood Interior Streets Project (33ST22PW05) to the California project. The Westwood Interior Streets Project will maintain sufficient funds for project completion. Construction for the Westwood project began at the end of November and is anticipated to be completed by October 2026.
The adopted 5-year List of Projects will be submitted to the Measure T Independent Taxpayer’s Oversight Committee for review and recommendation for adoption by the NVTA-TA Board.
FINANCIAL IMPACTS:
There is no general fund impact associated with the proposed action to approve the updated Measure T 5-Year List of Projects. Separate City Council actions are required to approve the CIP budgets and allocate funding,
CEQA:
The Public Works Director has determined that the Recommended Action described in this Agenda Report is not in-and-of-itself a “project” (pursuant to CEQA Guidelines Section 15378) since it does not result in a physical change in the environment.
However, the Recommended Action is a part of a larger “project” that will be subject to environmental review in accordance with CEQA at the “earliest feasible time” prior to “approval” consistent with CEQA Guidelines Sections 15004 and 15352. The larger “project” is future Capital Improvement Projects, and staff plans to bring back a CEQA analysis of each project to Council prior to approval of each project
