TITLE:

Title

Housing Authority of the City of Napa FY 2025/26 and FY 2026/27 Proposed Budget Hearing

LABEL

RECOMMENDED ACTION:
Recommendation

Provide direction to staff to finalize the proposed FY 2025/26 and FY 2026/27 Budget and present that document for final review and approval at the scheduled special meeting on June 17, 2025.

Body

DISCUSSION:

The majority of the programs operated by the Housing Authority are funded by the United States Department of Housing and Urban Development (HUD). The FY 2025/26 and FY 2026/27 Operating Budgets for the Housing Authority are based upon staff’s analysis of previous fiscal year statistics and information from HUD related to future allocations and funding status.

The Housing Authority budget document separates the federal Housing Assistance Program from the other activities administered by the Housing Authority. The other programs and activities operated by the Housing Authority under the Affordable Housing Development Section include Laurel Manor Senior Housing, 20% Low/Mod Housing Set-Aside Program, Local Housing Fund, the Seminary Street Office Building, and the Continuum of Care Program. The majority of Housing Authority programs are categorical programs, which means that the funds are awarded for a specific purpose and can only be used for that purpose.

FINANCIAL IMPACTS:

Detailed information is included in the attached budget document.  There are sufficient resources available in each fund either from anticipated revenues or a combination of anticipated revenues and fund balances.  There will be no impact to the General Fund.

CEQA:

The Executive Director has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
