Adopt a resolution supporting the Napa Valley Transportation Authority Vision Zero Plan and its goal of eliminating traffic collisions resulting in severe injuries or fatalities in Napa County by 2030.

DISCUSSION:

Vision Zero is a transportation system strategy to eliminate fatal and severe injury collisions on roadways. Napa Valley Transportation Authority (NVTA), with assistance from its consultant Fehr & Peers, developed a countywide Vision Zero Plan for Napa County. The NVTA Vision Zero Plan was developed to advance the goal of improving roadway safety for all modes countywide, to align with regional and national best practices, and to support the safety plan requirements under multiple grant funding programs.  NVTA staff will present an overview of the Vision Zero Plan. 

 

The NVTA Vision Zero Plan utilized a data driven approach to identify and evaluate hot spots and systemic risk factors on Napa Valley’s roadway network. Collision records between 2015 and 2021 were utilized and identified 571 severe injuries or fatalities in this timeframe. The data was used to evaluate locations with frequent severe injury or fatality collisions and to identify where to implement safety enhancements based on injury risk factors. Community engagement efforts and equity-focused analysis supported the projects and strategies recommended in the plan. Projects reflect engineering and non-engineering countermeasures that are in line with the Safe System Approach that seeks to reduce speed, separate users in space and time, and provide redundancy using proven safety countermeasures. Complementary program, policy, and practice recommendations are also identified to enhance safety on all Napa Valley roadways.

 

The NVTA Vision Zero Plan complements the recently adopted City of Napa Local Roadway Safety Plan (LRSP). The LRSP was developed with the aim to reduce fatal and severe injury collisions through a prioritized list of improvements that can enhance safety on local roadways in the City of Napa. The LRSP identified that the adoption of a local Vision Zero policy or plan would support the implementation of the City of Napa Local Roadway Safety Plan

 

FINANCIAL IMPACTS:

The NVTA Vision Zero Plan compliments the City of Napa Local Roadway Safety Plan which meets the safety plan requirements of multiple competitive grant funding programs for which the City of Napa may seek funding.

 

CEQA:

The Public Works Director has determined that the Recommended Action described in this Staff Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
