Body
DISCUSSION:
The Napa Pipe Project is a mixed-use development on approximately 154 acres of land at 1025 Kaiser Road that was approved by City Council in 2020. The development agreement requires the developer to dedicate two parcels of land to accommodate 140 affordable housing units for very-low and low-income households.
The Developer was required to build a substantial amount of infrastructure to accommodate this housing. The City of Napa and the original owner, Napa Redevelopment Partners jointly applied for and received an Infill Infrastructure Grant in the amount of $3,774,200 to assist in the development of affordable housing.
In April 2026, Napa Redevelopment Partners conveyed the Napa Pipe Property to MIF CA Napa Pipe, LLC (MIF) and assigned all interests in the property.
In order to maintain the Infill Infrastructure Grant, the City of Napa needs amend the agreement with the State of California to provide for the Infill Infrastructure Grant funds to be distributed to the City of Napa, and for the City to subsequently convey such funds to MIF so that MIF can fulfill its affordable housing obligations as the Landlord under the Development Agreement.
Today’s action authorizes a resolution to amend the Grant Agreement for the City of Napa to become the recipient of funds. Further, this action authorizes the City Manager to enter into the necessary agreements to pass the funds to MIF and ensure the development of affordable housing.
FINANCIAL IMPACTS:
There is no impact to the General Fund as this action simply authorizes the receipt and pass through of grant funds.
CEQA:
