Approve the City of Napa Response to the 2026 Grand Jury Report “Strengthening Napa’s Planning Division: Technology, Coordination, and Workforce Stability” and authorize the City Manager to submit the response on behalf of the City Council to the Presiding Judge of the Superior Court of Napa County.

DISCUSSION:

On June 8, 2026 the Napa County Grand Jury issued their final report entitled “Strengthening Napa’s Planning Division: Technology, Coordination, and Workforce Stability” (Attachment 2).  When required by the Grand Jury, State law generally requires a City Council to respond to each finding and recommendation of the Grand Jury pertaining to matters under control of the City Council and submit the response to the Presiding Judge of the Superior Court within 60 days of the report issuance (California Penal Code Sections 933 and 933.05).

 

The Community Resources and Development Director and City Manager recommend that the City Council approve the recommended City Response to the Grand Jury Report as presented in Attachment 1.

 

FINANCIAL IMPACTS:

There is no financial impact with this Recommended Action.

 

CEQA:

The Community Resources and Development Director has determined that the Recommended Action described in this Staff report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
