Adopt a resolution approving a budget adjustment to increase the expenditure budget of the Seminary Street fund as documented in Budget Amendment No. 5P03 for the Seminary Street HVAC Replacement Project

DISCUSSION:

The Housing Authority of the City of Napa (“the Housing Authority”) has owned the property located at 1115 Seminary Street (“Seminary Street”) since 1998. The Housing Authority has been operating the property as an office building serving the public for the Housing Authority and other general government services.

 

Seminary Street had a heating, ventilation, and air conditioning (HVAC) unit fail in mid-August 2025. Records show the existing HVAC system dates to 2002. The total estimated cost of replacing the HVAC system is $30,000. A replacement of the HVAC system was not anticipated in the budget and a budget adjustment and an associated amendment to the City’s Capital Improvement Program is required.

 

FINANCIAL IMPACTS:

The estimated cost to the Seminary Street fund (84212500) is $30,000. Action would require a budget adjustment of $30,000 in the Seminary Street fund (84212500-82300) and a subsequent amendment to the City’s Capital Improvement Program. The Seminary Street fund has an unaudited fund balance of $626k as of July 31, 2025.

 

CEQA:

The Executive Director has determined that the Recommended Action described in this Agenda Report is exempt from environmental review pursuant to CEQA Guidelines 15301 as the repair of an existing City facility.
