Recommendation
Adopt a resolution approving the Final Map of Western Meadows Subdivision (Project No. ENG23-0002), to subdivide property located at 1044 Borrette Lane into 12 single-family lots, authorizing the Mayor to sign said Final Map, and authorizing the Public Works Director, on behalf of the City, to accept three Easement Grant Deeds for public utility purposes, and determining that the actions authorized by this resolution were adequately analyzed by a previous CEQA action.

DISCUSSION:
This project will subdivide a 7.56-acre property into 12 single-family lots.
The tentative map was approved by Council on September 7, 2021, per Resolution R2021-092.
This project requires three Easement Grant Deeds to be accepted by the City for public utility purposes over the following adjacent properties:
1) 56 foot public utility easement offered by Joseph and Karen Reid, as trustees of the Reid Trust over the property located at 1020 Borrette Lane (APN: PTN 041-700-004 (New Lot 1)).
2) 10 foot public utility easement offered by Youjeong Kim and Benjamin Ellis over the property located at 1040 Borrette Lane (APNs: 041-700-018 & PTN 041-700-016 (New Lot 3)).
3) 10 foot public utility easement offered by Eileen Winter, as trustee of the Eileen D. Winter Trust over the property located at 1030 Borrette Lane (APNs: 041-700-017 & PTN 041-700-016 (New Lot 2)).
Pursuant to the Subdivision Map Act and Napa Municipal Code Section 16.24.050, the Council shall, at the meeting at which it receives the map, approve the final map if the Council finds that the map meets all the conditions of approval imposed on the tentative map. Staff has reviewed the improvement plans and found that they are in substantial conformance with City standards and the project’s conditions of approval. The Developer has signed the Subdivision Improvement Agreement, provided the required security, and paid all fees.
It is recommended that the City Council adopt a Resolution finding that the Final Map meets all of the conditions of approval imposed on the Tentative Map, approving the Final Map of Western Meadows Subdivision (Project No. ENG23-0002), and authorizing the Mayor to sign said Final Map, and authorizing the Public Works Director, on behalf of the City, to accept three Easement Grant Deeds for public utility purposes.
FINANCIAL IMPACTS:
This action will result in additional revenues to the City in the form of building permit fees and development impact fees at the time the building permits are issued, which will occur this year. Those revenues are sufficiently budgeted at this time in the various development impact fee funds.
CEQA:
City staff recommends that the City Council determine that the Recommended Action described in this Agenda Report were adequately examined by the Mitigated Negative Declaration that was adopted by the City Council on September 7, 2021 by Resolution No. 2021-091 pursuant to CEQA Guidelines Section 15074.
