Authorize a Budget Adjustment transferring $180,000 that’s currently appropriated in the Non-Recurring Information Technology Budget over to the Equipment Replacement Fund for radio replacements as documented in Council Budget Amendment No. 4P12.

DISCUSSION:

In 2022, the City of Napa was awarded $1,800,000 in financial support for the Napa County Public Safety Radio and Communication Project because of a Congressional Directed Spending request to Senator Dianne Feinstein, Senator Alex Padilla, and Congressman Mike Thompson.

 

The Napa County Public Safety Radio and Communication Project was a countywide project that fulfilled a mandate by the Federal Bureau of Investigation and the California Department of Justice.  Funding was used to purchase new equipment for the City of Napa Police Department as well as the Napa County Sheriff’s Office, City of St. Helena Police Department, and City of Calistoga Police Department.

 

A Decision Package was approved in FY22/23 for matching 20% local match funds for Public Safety Radio and Communication (PSRC) Upgrade Project (Countywide) $900,000. The 20% local match of the $900,000 in funds requested totaled $180,000.

 

The City did not need a local match for the grant but still wants to set aside the funds for future radio replacements, therefore this transfer will support a budget package for FY24. Today’s requested action is the approval of a budget transfer of the unused matching funds from the Non-Recurring Information Technology budget to the Equipment Replacement Fund.

 

FINANCIAL IMPACTS:

This action will increase the Equipment Replacement Fund by $180,000 to allow for the purchase of radio equipment replacement to meet Federal and State requirements. Funds were provided by a Congressional Directed Spending allocation in the FY22 Federal Budget.

 

CEQA:

The City Manager has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060 (c).
