Approve the first reading and introduction of an ordinance amending Napa Municipal Code Section 5.04.210 related to Business License Application Procedures.

DISCUSSION:

The City of Napa’s Municipal Code provisions related to business license application procedures have not been updated since it was adopted in 1984. Since that time, the City’s operational practices and service delivery methods have evolved, creating a need to align the Code with current practices.

 

The proposed amendment would revise Municipal Code Section 5.04.210 to remove specific dollar amounts currently embedded in the ordinance and instead reference the City’s Master Fee Schedule. This ensures that fees remain current, transparent, and reflective of the actual cost of providing the service.

 

All updates to the Master Fee Schedule are subject to City Council review and approval, ensuring appropriate oversight and public transparency.

 

If the first reading is approved by the City Council, the item will return on February 17, 2026, consent calendar for final adoption. Implementation will occur during a separate item with the adoption of the next Master Fee Schedule.

 

FINANCIAL IMPACTS:

The proposed amendment is administrative in nature and does not establish, increase or modify the application fee. As a result, there is no direct financial impact associated with the adoption of this proposed ordinance.

 

CEQA:

The Finance Director has determined that the recommended actions described in this agenda report are not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
