City Manager’s Office Staffing Plan Updates

Adopt a resolution amending the City Staffing Plan.

DISCUSSION:
The Human Resources Department received a request from the City Manager’s Office to update the Staffing Plan to modify the positions in the City Manager’s Office to better address operational needs at this time.
As a part of these Staffing Plan updates, the City Manager’s Office has requested to delete one (1) Deputy City Manager position and add one (1) Assistant City Manager position. The Deputy City Manager position was vacated recently by the promotion of the incumbent into the Community Resources and Development Director role, allowing the opportunity to make this change without an increase in the number of positions in the City Manager’s Office. This is motivated by the emphasis the City is placing on capital project delivery and inter-departmental coordination. This also provides for leadership stability at multiple levels of the organization now and into the future.
This change would allow the new Assistant City Manager to work alongside the current Assistant City Manager to coordinate the day-to-day operations of the City and relieve some of this workload from the City Manager. One ACM will have a heavy focus on overseeing departments involved with infrastructure, CIP, development process and other associated responsibilities. While the second ACM will have a heavy focus on overseeing departments involved in providing internal services and some operational departments. This will allow the City Manager to primarily focus on strategic alignment for the overall organization, long-term planning efforts, and continue to ensure public services are delivered in an efficient and effective manner.
Pending Council’s approval of these proposed changes to the Staffing Plan, staff will be bringing forward a future agenda item regarding the designation of appointive officers in the City Manager’s Office to include these updates in Napa Municipal Code Section 2.08.090(A) “Appointive Officers.”
FINANCIAL IMPACTS:
There is no financial impact to the General Fund in the current fiscal year. The actual annual cost for the City Manager’s Office staffing change is $31,000. The department has sufficient available budget and vacancy savings to absorb the change in cost for the current fiscal year. Subsequent years will be updated as part of the budget process.
CEQA:
The Human Resources Director has determined that the recommended action described in this staff report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
