Adopt a Resolution amending the City Classification Plan by approving the Classification Specification, Compensation and Benefits for the Management Fellow Classification (Limited Term).

DISCUSSION:
The City seeks to establish a Management Fellow classification. Establishing the classification now will ensure that we are able to attract individuals who may be finishing graduate school academic years in the late spring and want to begin on their fellowship immediately.
In addition to general support of programs managed by the City Manager’s Office, the Fellow will work on key initiatives such as:
• Identifying process improvements and resolve inconsistencies in practices that may result in proposed updates to the City Charter, Napa Municipal Code, Administrative Regulations and/or other City policies;
• Managing regular team communications/announcements and assisting on employee recognition programs;
• Assist on climate change and sustainability efforts by researching best practices, legislative tracking, stakeholder outreach and meeting facilitation, ordinance development and program implementation.
• Drafting agenda items and preparing presentations; and
• Back-filling standard tasks for key team members to allow for focused project work.
In addition to creating valuable support to key initiatives, the City plans to design a fellowship program that will provide comprehensive work experience for recent recipients of a graduate degree and graduate students interested in a career in local government. Upon completion of this program, the Fellow will be prepared to function at a high level within a municipality. The goal of the program is to provide the following:
• A better understanding of local government at the management level that encourages and promotes professionals to consider public service as a profession;
• Development of skills and knowledge needed by local government managers, through hands-on experience, observation and active involvement in various areas of public administration;
• Experience working on management level projects from a diverse selection of departments;
• Interaction with staff, Council and members of the Napa community.
• Critical support to the City Manager’s strategic initiatives programs and the furthering of City Council goals.
The Management Fellow program is intended to last one year, but may be extended by the City Manager to a total of two years, utilizing a Limited-Term, “At-Will” status (per R1999-247). The program may be extended by the City Council for an additional year but in no event may a limited term appointment exceed three years (per R1999-247)
The proposed salary is based on a recommendation by the International City/County Management Association (ICMA) for Management Fellows in Napa’s geographic region.
The Limited Term Management Fellows will receive the compensation and benefits of Unrepresented Management Staff (which also may be referred to as AMPX) pursuant to R2022-109, as limited by the City’s limited term employee policy pursuant to R1999-247.
FINANCIAL IMPACTS:
This action will not have a financial impact, as does not add positions or budget. The Mid-Year Report will include the proposed additional FTE and budget impact for the current fiscal year.
CEQA:
The Human Resources Director has determined that the Recommended Action described in this Staff report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060 (c).
