Authorize the City Manager to:
1. Accept and sign all necessary documents related to the $134,780 grant from the Department of Energy for the Energy Efficiency and Conservation Block Grant.
2. Complete the necessary budget actions to accept and implement the grant.

DISCUSSION:
The City Manager’s Office with assistance from Public Works Department, submitted a grant application under the Energy Efficiency and Conservation Block Grant program.
The U.S. Department of Energy (DOE) received funding from the Bipartisan Infrastructure Law (BIL) and the Inflation Reduction Act (IRA) to create or expand key agency programs. One of those programs is the Energy Efficiency and Conservation Block Grant (EECBG) Program that received $550M through BIL and is administered by DOE’s Office of State and Energy Community Programs (SCEP). Through the EECBG Program, DOE is offering eligible local and Tribal governments the option to select an equipment rebate and/or technical assistance voucher in lieu of a traditional grant.
The City of Napa was awarded funds in the amount of $134,780 for an equipment rebate voucher and plans to use the funds to purchase two electric vehicles that will be added to the City’s fleet. The term of the grant is December 31, 2024 through December 31, 2026.
The addition of two all-electric fleet vehicles are intended to have a positive impact on the climate by reducing greenhouse gas emissions attributed to City fleet vehicles.
Approval of today’s action authorizes the City Manager to sign and execute all documents and complete all necessary budget actions related to receiving and implementing this grant.
Funding for this grant may be impacted by the Unleashing American Energy Presidential Executive Order issued on Monday, January 20, 2025. Staff is closely following impacts of this order and has reached out to Federal Department of Energy staff for clarification.
FINANCIAL IMPACTS:
This grant will add $134,780 in revenue and expenses to the General Government Grants Special Revenue Fund. There is no direct impact to the General Fund, however, existing staff funded by the General Fund may provide support to implement and report on the grant objectives.
CEQA:
The City Manager has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
