(1)                     Re-appoint Tom Brown as City of Napa representative to the Napa Public Access Cable Television Board with a term beginning immediately and ending February 28, 2019; and

(2)                     Re-appoint Ralph DeAmicis as City of Napa representative to the Napa Public Access Cable Television Board with a term beginning May 2, 2017 and ending April 30, 2019.

DISCUSSION:

COMPOSITION AND PURPOSE OF THE COMMISSION

 

The Napa Public Access Cable Television Board of Directors is the governing body to Napa Public Access Cable Television, Inc. (NPACT). The Board is the decision-making body for NPACT’s policies, projects, and budgets and makes recommendations concerning the noncommercial public, educational, and government television access in Napa County. The Board is made up of eleven members, two of whom represent the City of Napa. The City representatives are appointed by the City Council. The remaining members represent a cross section of the community, including various governmental and educational jurisdictions. Selected applicants will serve a two year term.  Meetings are generally held bi-monthly on the first Thursday of the month.

 

NUMBER AND TIMING OF VACANCIES INCLUDING SPECIAL QUALIFICATIONS 

 

There are two seats to be filled due to term expirations; one effective February 28, 2017 and one effective April 30, 2017.

 

RECRUITMENT PROCESS

 

The City Clerk accepted applications for the Committee from February 10, 2017 through March 3, 2017.  Recruitment announcements were published on the City’s website, posted at various locations at City Hall, Human Resources, and the Community Services building, and sent to the Napa County Library, Napa Valley College, Napa Chamber of Commerce, Napa Valley Unified School District, Napa County Board of Supervisors, Napa County Administration, Napa County Hispanic Chamber of Commerce, Napa Valley Coalition of Non-Profit Agencies, Napa Valley Community Housing, Puertas Abiertas Community Resource Center, and Leadership Napa Valley.

 

 

 

APPLICATIONS RECEIVED:

 

Two applications were received from incumbents Tom Brown and Ralph DeAmicis, who are both applying for additional terms.

 

FINANCIAL IMPACTS:

None

 

CEQA:

The City Clerk has determined that the recommended action described in this agenda report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
