DISCUSSION:
The Vine Trail is a planned continuous Class I multi-use trail that will run from Calistoga in the north to the Vallejo Ferry Terminal in the south. It will be part of an interconnected countywide/regional trail system that also includes the Bay and Ridge Trails.
The City of Napa previously adopted the City of Napa Bicycle Plan which includes the segments of the Vine Trail that run through the City of Napa and is consistent with the Countywide Bicycle Plan. The Oak Knoll District segment of the Vine Trail is listed as being of high priority in the adopted City of Napa Bicycle Plan.
The Oak Knoll District segment runs from the existing City of Napa Commuter Bike Path’s northerly terminus at Redwood Road to the Town of Yountville’s existing Yountville Mile section of the Vine Trail. This segment is aligned parallel to and easterly of Solano Avenue.
There is tremendous community support for the Vine Trail project. The completion of the continuous 47 miles of Class I multi-use trail will benefit both the residents of the Valley as well as the tourists that visit every year by increasing the overall connectivity and safety of the countywide active transportation network.
The adoption of the attached resolution will show support for the Vine Trail project and authorize the City of Napa to make one lump sum payment to NVTA in the amount of $200,000 to be applied to the Oak Knoll District segment.
The funds for the Oak Knoll District segment of the project will be applied to the construction phase of the project. This will fulfill the City’s funding obligation for the Oak Knoll District segment.
FINANCIAL IMPACTS:
The City will be required to make one lump sum payment to NVTA in the amount of $200,000, which will be applied to the Oak Knoll District segment of the Vine Trail for the construction phase of the project. To fund this agreement, staff recommends that $200,000 be appropriated from the Contingency Reserve Fund (GL10000-25001) to fulfill the City’s obligation to NVTA. The Contingency Reserve Fund has a current balance of $749,165.50. After the recommended appropriation, the Contingency Reserve Fund will have a remaining balance of $549,165.50. The proposed appropriation is more specifically described as follows:

CEQA:
City staff recommends that the City Council determine that the potential environmental effects of the Recommended Action described in this Agenda Report were adequately analyzed by the Initial Study and Mitigated Negative Declaration adopted on May 16, 2012, by NCTPA’s governing board regarding the Countywide Bicycle Plan and the City of Napa Bicycle Plan, pursuant to CEQA Guidelines Sections 15063 and 15162.
