Adopt a resolution approving a Joint Powers Agreement with Napa County for the design and construction of maintenance repairs at the Trancas Street Bridge over the Napa River in the amount of $5,047, and determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:

The State of California Department of Transportation (“Caltrans”) prepares biannual bridge inspections reports on all federal-aid highway bridges under the city’s jurisdiction.  The reports contain descriptions of physical changes to the structures, recommendations of work to be done and additional information not recorded in the previous bridge reports. 

 

In April 2006, Directors of Public Works were notified of the new Local Assistance Bridge Preventive Maintenance Program (“BPMP”) which helps local agencies extend the life of their bridges by performing certain work items that have been pre-approved by the Federal Highway Administration (“FHWA”).  City staff developed a BPMP plan by examining the bridge inspection reports and by following the BPMP guidelines.  The following table identifies seven (7) eligible bridges in the City’s BPMP plan and their respective eligible work items.

All seven bridges are in good condition overall but require minor maintenance to prolong their life.  All of the recommended treatments are cost effective and provide significant benefits.  The Methacrylate Deck Treatment consists of a reactive resin that penetrates and seals cracks and pores in concrete surfacing, thereby keeping water out and extending the life of the concrete.  All the bridges are within the City limits except Trancas Street Bridge over the Napa River.  This bridge is jointly owned, operated, and maintained by the City and County of Napa, because the City/County limit lies in the center of the Napa River at that location.

 

In May 2014, the City submitted the BPMP plan for Highway Bridge Program (“HBP”) funds to provide 87.64% of the eligible project cost, with 12.36% of participating project costs and 100% of all non-participating project costs to originate from local funding sources (“local funding share”).  In August 2016, Caltrans authorized the City to proceed with the Preliminary Engineering (Design) Phase.  The City will be requesting similar authorization for the project’s construction phase. 

 

The solely estimated maintenance cost for the Trancas Street Bridge is $81,682, of which 12.36%, or $10,095, is the local funding share of participating project costs.  The attached Agreement proposes that the local funding share be divided equally between the City and the County; therefore, the project cost to the City and County is calculated at approximately $5,047.  Exhibit A of the attached Agreement is a cost estimate breakdown of the divided local funding share cost.    

 

City staff has discussed the project with the County and they are concurring to sharing project expenses.  In addition, the responsibility of design management and construction management are delegated to the City.  The responsibilities of design review and construction oversight are delegated to the County.  The Agreement also proposes to share equally the local funding share of 12.36%.

CEQA:

City staff recommends that the City Council determine that the Recommended Action is exempt from CEQA pursuant to CEQA Guidelines Section 15301(c), which exempts the repair or minor alterations of existing streets, sidewalks, gutters, bicycles/pedestrian trails, and similar facilities.
