Recommendation

Adopt a resolution authorizing acceptance of a donation in the amount of $5,000 from Mr. Barwick, and authorizing an additional appropriation to the Police Department budget.

DISCUSSION:
Mr. Ed Barwick is a lifelong member of the Napa community. He contacted the Napa Police Department and the Napa Police Officers Association to offer another personal donation of $5,000.00 to support the equipment needs of the Napa police officers. He wanted to make a purchase of items of significance that would help the officers do their jobs in a safe manner. He offered to purchase ballistic vests (body armor) for the SWAT team to help ensure the members' safety while they are performing their duties.
The Napa Police Department staff is very grateful for another generous donation and would like to purchase four (4) ballistic vests for the SWAT team. The tactical vests will help protect the SWAT operators during their missions. Each vest, without additional accessories, is valued at $1400. Mr. Barwick's donation would cover the cost of 3.5 ballistic vests. The Police Department would be responsible for covering the costs of the required accessories and remaining balance through the FY16/17 budget.
FINANCIAL IMPACTS:
This donation positively impacts the general fund and increases the Napa Police Department budget by $5,000.00 over a one year period offset by a donation from Mr. Barwick. The following budget appropriations are requested for FY2016-17:
(Sources) Revenue:
42123-36401 $5,000.00
(Uses) Expenditures:
42123-56101 $5,000.00
CEQA:
The Police Chief has determined that the recommended action described in this Agenda Report is not subject to CEQA pursuant to CEQA Guidelines Section 15060.
