Adopt a resolution authorizing acceptance of a Children Exposed to Domestic Violence Grant from the California Office of Emergency Services, and authorizing budget appropriation in the amount of $175,000.

DISCUSSION:
The City of Napa (through the Napa Police Department), Nurturing Empowerment Worth Safety (NEWS), and Napa County Child Welfare have been awarded a single year grant to address Children Exposed to Domestic Violence (CEDV). The California Office of Emergency Services (CalOES) has awarded $175,000 to this partnership to work collaboratively to address the needs of children exposed to domestic violence. To strengthen the collaborative efforts all partner agency representatives will be co-located at the Napa Police Department. This is the fifth year this partnership has received the grant.
Children exposed to domestic violence face many risks as they develop throughout their lives. These risks include future drug and alcohol abuse, physical and mental health problems, suicide, teen pregnancy, juvenile criminal involvement and re-victimization or perpetration of domestic violence in future relationships. Additional potential exists for emotional symptoms, conduct issues, hyperactivity/attention deficit, and peer relationship difficulties.
Napa Police Officers investigating domestic violence incidents, where children are in the home, will provide safety and protection, investigate the incident, identify the children present, and request a NEWS or Napa County Child Welfare Advocate to respond to the scene.
