Adopt a resolution approving the Local Goals and Policies for Community Facilities Districts and Special Tax Districts.

DISCUSSION:

The City has been approached by representatives of the Gasser Foundation to create a Community Facilities District (CFD) in order to fund certain public works improvements.  These improvements include all of the remaining street, bridge, utility and flood facilities required to complete construction of their master planned area.  Discussions to create the CFD actually began in 2012 in conjunction with the City’s Redevelopment Agency. However, with the State dissolution of the Redevelopment Agencies, the project was put on hold until now. 

 

The adoption of the Policies and Goals (Policies) is required by California Government Code §53312.7 as the first required step to “initiate proceedings”.  The City is working with various consultants to assist staff with the formation process.  The Policies are the work product of our consultant with input from Public Works, Finance and City Attorney staff. 

 

If adopted, it is expected that several more actions will be brought before Council over the next 6 months as part of the CFD formation process.

 

FINANCIAL IMPACTS:

The adoption of the Policies will not have any financial impact to the budget. 

 

CEQA:

The Public Works Director has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060.
