Recommendation

 

Adopt a resolution approving a Joint Powers Agreement (JPA) with Napa County, the Department of State Hospitals - Napa, and the American Canyon Fire Protection District to allow the City of Napa to participate in a shared electronic patient care reporting system; and authorizing the Fire Chief to execute the JPA on behalf of the City.

DISCUSSION:

California Health & Safety Code Section 1797.227 requires all Emergency Medical Service (EMS) providers in California to utilize an electronic health record system (also referred to as an electronic patient care reporting (ePCR) system) that complies with the current National EMS Information System standards.  The City of Napa Fire department and the Napa County EMS Agency have been working collaboratively with all EMS providers within the County for several years to identify the most cost effective way to meet the new requirements.  A Request for Proposals for ePCR software services was conducted in 2016.  Beyond Lucid Technologies (BLT) was selected as the software vendor to provide these services.  An agreement to provide ePCR software services has been established between BLT and the County of Napa.  This JPA will allow participating jurisdictions to pay for and use BLT’s system which was selected in the collaborative effort.

 

FINANCIAL IMPACTS:

The proposed Joint Powers Agreement will not impact the general fund.  The City of Napa’s contribution is expected to be $5,000 - $6,000 annually.  American Medical Response (AMR) will pay for the annual cost charge to the City of Napa for the utilization of the ePCR system, not to exceed $10,000 per City Agreement C2016-394.

 

CEQA:

The Fire Chief has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
