Adopt a resolution authorizing acceptance of a donation from Ed Barwick and authorizing an additional appropriation to the FY2017-18 Police Department budget.

DISCUSSION:
Mr. Ed Barwick is a lifelong member of the Napa community. He contacted the Napa Police Department and the Napa Police Officers Association to offer a personal donation of $3,000.00 to support the equipment needs of the Napa police personnel. He wanted to make a purchase of items of significance that would help the officers do their jobs in a safe manner.

The Napa Police Department staff is very grateful for the generous donation and would like to purchase safety equipment referred to as "safe burn" devices for the SWAT team. If the SWAT Team needs to introduce gas into a structure, these devices will greatly reduce the likelihood of igniting a fire; increasing safety to the community and personnel during SWAT operations. The two devices are valued at $3,000. Mr. Barwick's donation would cover the entire cost. The Police Department would be responsible for training staff and maintaining the units.

FINANCIAL IMPACTS:
This donation positively impacts the general fund and increases the Napa Police Department budget by $3,000.00 over a one-year period offset by a donation from Mr. Barwick. The following budget appropriations are requested for FY2017-18:
