Recommendation

Adopt a resolution authorizing the request to the California Department of Transportation to allow parking restrictions along State Route 121, and determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:
The City of Napa has received concerns from property owners of 150 - 330 Silverado Trail (APN 046-130-009 + APN 046-060-002) regarding the parking of vehicles along the east side of the roadway. This section of Silverado Trail is State Route 121. The owners stated concern is related to the potential for parked cars to block visibility for the vehicles entering Silverado Trail from driveways. To address the property owner's concerns, it is proposed that the City install "No Parking" signs along the east side of Highway 121 from post mile 6.636 on the south to post mile 6.846 on the north.

The California Department of Transportation (Caltrans) has informed City staff that a resolution or ordinance must be passed by the City Council in order for Caltrans to allow a parking restriction along the state highway per Section 22506 of the California Vehicle Code. The draft resolution language has been submitted to and approved by Caltrans.

If approved by City Council, the executed resolution will be forwarded to Caltrans for written approval. Upon formal written approval by Caltrans, Public Works staff will post "No Parking Any Time" signs.

FINANCIAL IMPACTS:
There are minor costs associated with fabrication and installing the signs. The "No Parking" signs are standard and can be fabricated in the City's sign shop.
