Adopt a resolution appointing Steve Potter as Interim City Manager effective July 28, 2018.

DISCUSSION:
On June 29, 2018, City Manager Mike Parness informed Mayor and Councilmembers of his intention to retire, with his last day being July 27, 2018. City Charter Sections 75 and 85 authorize the City Council to appoint the City Manager. On July 6, 2018, the City Council met in closed session to discuss terms of appointment for an Interim City Manager. Following the closed session, the City Attorney publicly reported the unanimous action by City Council to appoint Steve Potter as Interim City Manager, and to authorize the Mayor to negotiate terms of employment with Mr. Potter.
The Mayor successfully negotiated terms of employment with Mr. Potter to serve as the Interim City Manager, as documented in the attached resolution (Attachment 1). It is anticipated that the interim one-year term for the appointment (from July 28, 2018, through August 6, 2019) will provide the City Council with an opportunity to reevaluate and finalize the process for the selection of the City Manager after the new City Council is seated following the November 2018 election.
FINANCIAL IMPACTS:
No financial impacts to the City have been identified with approving this action.
CEQA:
The Deputy City Manager has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
