Determine there is a need to continue the emergency action to perform the Emergency Storm Drain Repair of Minahen Street, Locust Street and Solano Avenue, and determine that the actions authorized by this item are exempt from CEQA.

DISCUSSION:
Pursuant to City of Napa Municipal Code 2.91.040, City Staff shall continue to make reports to City Council at each regularly scheduled City Council meeting until the emergency action is terminated by the City Council. City Council heard an Administrative Report at the August 21, 2018, Council meeting and determined the need to continue the emergency.

Since that report the following has occurred: City and Contractor completed the necessary contract documents, bonds and insurance. The City has ordered the necessary pipe material. The Contractor has marked the site and Underground Service Alert has since identified the underground utilities. The pre-construction meeting was held August 28, 2018, to further develop the project action plan. Engineering is performing the necessary design details while the contractor begins to pothole for existing utilities. Order of work is anticipated to be the Solano Avenue repair, followed by the larger Minahen/Locust repairs. Based on materials delivery schedules, work is anticipated to be underway prior to the next City Council report.

Emergency Determination:
On August 10, 2018, based on a recommendation from the Deputy Public Works Director, as summarized in this report, the City Manager determined that the storm drain failures at Minahen Street, Locust Street, and Solano Avenue required immediate action to resolve an emergency, including entering into contracts for the purchase of pipe ...
