2)                     Receive a report from staff with an update on the General Plan process

DISCUSSION:

A General Plan is a city's blueprint for the community's vision of future growth and establishes the framework of objectives and policies that guide decisions on the city's development. Envision Napa 2020, the City’s current General Plan, was adopted in 1998 and must be updated. Dyett & Bhatia Urban and Regional Planners will assist the City in the preparation of the new General Plan and the corresponding Environmental Impact Report.

City Council discussed the General Plan Advisory Committee (GPAC) establishment and appointment process at its public meetings that were held August 7th, September 18th and October 30th.  At the October meeting, City Council appointed thirteen initial members, with two appointments scheduled to be made after the November 2018 Municipal Election.

Mayor Techel and Councilmember Sedgley, serving as the sub-committee to evaluate applicants, recommend the appointment of Bernardo Narvaez and Ricardo Hurtado as the fourteen and fifteenth members of the Committee.

The General Plan Advisory Committee (GPAC) will assist with the General Plan Update by helping refine the community discussions and comments, identifying issues and opportunities, and shaping the policies of the General Plan. It is anticipated that the GPAC will meet ten times over the course of two years, meeting at key points during each Task identified in the Scope of Work for the General Plan Update. The GPAC meetings are in addition to three planned Citywide Workshops, eight Neighborhood & Pop-Up Outreach events, two Youth Outreach events, and twelve study sessions and hearings with the Planning Commission and City Council.

 

The first meeting of the GPAC will be held on Monday, December 10. This informative kick-off meeting will include swearing in by the City Clerk, an introduction from our General Plan Consultant team, Dyett & Bhatia Urban and Regional Planners, and a briefing from our City Attorney’s Office on the GPAC’s obligations, responsibilities, and compliance with the Brown Act. This meeting will also provide a great opportunity for members to meet each other as we prepare to begin the community engagement portion of the General Plan Update soon after the first of the year.
