Results of November 6, 2018 General Municipal Election

Recommendation

 

Adopt a resolution declaring the results of the November 6, 2018 City of Napa General Municipal Election and installing the two newly elected Councilmembers, Liz Alessio and Mary Luros, to the City Council.

DISCUSSION:

As of the date of this writing, the City of Napa has not received Final Certified Results

for the November 6, 2018 Napa General Municipal Election from the Napa County

Registrar of Voters. However, the Registrar has provided to the City Clerk (as the City’s Elections Official) sufficient information regarding the final results for the City Councilmember race (see Exhibit A), to support the City Clerk’s certification of the election results for the Office of City Councilmember. (see Exhibit “B”).

 

The Ballot for the November 6, 2018 General Municipal Election included City voter consideration of six candidates for two seats on the City Council and one Ballot Measure entitled Measure F. As verified by the results provided by the Registrar, City voters elected Liz Alessio and Mary Luros to serve a four-year term as City Councilmembers.  Ms. Alessio received 15,045 votes; Ms. Luros received 12,156 votes. Measure F.

 

The results for Ballot Measure F, the one-percent tax on transient occupants to provide affordable and workforce housing, was approved by the voters by a wide margin of 21,263 votes, with over 73% of the registered voters approving the measure, which is well beyond the 2/3 requirement for adoption.  However, as of the date of this writing, the City Clerk does not have the whole number of votes for the Ballot Measure in order to certify the results of the Measure in accordance with Elections Code Section 10264. Therefore, the results for the Ballot Measure will be deferred until the City Clerk receives the necessary information from the Registrar of Voters.

 

FINANCIAL IMPACTS:

The County of Napa will provide an invoice for the costs of the 2018 Election at a later date. The 2016 costs were $69,299; a significant increase is not expected and sufficient funds available in the City Clerk budget.

 

 

CEQA:

The City Clerk has determined that the recommended action described in this agenda report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060 (c).
