Approve the second reading and final passage, and adopt an ordinance amending Napa Municipal Code Section 10.20.040 related to the establishment and enforcement of speed limits.

DISCUSSION:
This is the Second Reading and Adoption of an Ordinance amending Napa Municipal Code Section 10.20.040 related to the establishment and enforcement of speed limits. The introduction and First Reading was held at the Regular City Council meeting on December 18, 2018. If approved, the Ordinance will become effective thirty days following adoption.
FINANCIAL IMPACTS:
There are no direct costs related to the adoption of the proposed Ordinance.
CEQA:
At their regular meeting on December 18, 2018, City Council determined that the Recommended Action is exempt from CEQA pursuant to CEQA Guidelines Section 15301 (minor alteration of existing streets and sidewalks).
