Adopt a resolution approving and adopting the Budget of the Housing Authority of the City of Napa for Fiscal Years 2019/20 and 2020/21.

DISCUSSION:
The majority of the programs operated by the Housing Authority are funded by the United States Department of Housing and Urban Development (HUD). The FY 2019/20 and FY 2020/21 Operating Budgets for the HACN are based upon staff's analysis of previous fiscal year statistics and information from HUD related to future allocations and funding status.

The Housing Authority budget document separates the federal Section 8 Housing Assistance Program from the other activities administered by the Housing Authority. The other programs and activities operated by the Housing Authority under the Affordable Housing Development Section include Laurel Manor Senior Housing, 20% Low/Mod Housing Set-Aside Program, Local Housing Fund, the Seminary Street Office Building, and the Continuum of Care Program. The majority of Housing Authority programs are categorical programs, which means that the funds are awarded for a specific purpose and can only be used for that purpose. FINANCIAL IMPACTS:
Detailed information is included in the attached budget document. There are sufficient resources available in each fund either from anticipated revenues or a combination of anticipated revenues and fund balances. There will be no cost to the General Fund.

CEQA:
The Executive Director has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
