Adopt a resolution approving the updated five-year list of projects under the Measure T Program, and determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:

At the General Election held on November 6, 2012, the voters of Napa County approved a ½-cent sales tax increase known as Measure T, the Napa Countywide Road Maintenance Act of 2012.  The Measure T County-wide sales tax began July 1, 2018 implemented by the Napa Valley Transportation Authority - Taxing Authority (“NVTA-TA”), with the tax proceeds to be allocated among all local agencies within the County.

 

Measure T funding is to be used for maintenance, reconstruction, and/or rehabilitation of streets, roads, and transportation infrastructure within the public right-of-way including but not limited to: sidewalks, curb and gutters, curb ramps, lighting, traffic signage, striping, local roadway drainage, and intelligent transportation systems. 

 

On January 18, 2018, Council approved the initial Measure T 5-year work plan.  The 5-year work plan focuses the Measure T effort on the City’s arterial and collector streets and their appurtenant transportation infrastructure.  The City’s Measure T 5-Year Work Plan is required to be adopted and updated every two years to ensure proper application of the Measure T funds.  The City revisited its previously adopted 5-year work plan prior to the mandated two-year update cycle to better reflect projects that address current needs.  The updated Measure T 5-year work plan was approved by Council on June 4, 2019, as a Consent Calendar item. 

 

Per the Napa Valley Transportation Authority Ordinance No. 2012-01, a Public Hearing is required so the updated five-year list of projects under the Measure T Program is again being presented to Council for approval. 

 

Year One of the completed projects includes the Cold-in-Place pavement recycling on Trower Avenue from State Route 29 to Jefferson Street, concrete repair work on Trower Avenue from Dry Creek Road to Linda Vista Avenue, and significant streets in the Westwood Neighborhood with concrete repair work and paving of Kilburn Avenue, Bryan Avenue and Chelsea Avenue.  

 

Year Two projects include additional paving on Trower Avenue from Linda Vista to Dry Creek Road and Trower Avenue paving from Jefferson to the east City Limits in front of Vintage High.  The high-traffic volume stretch of Trancas Street from Jefferson Street west to State Route 29 will receive a grind and asphalt overlay.  Additionally, signal replacement on Main Street at Lincoln Avenue and ADA ramp concrete work and surface drainage repairs in the Westwood Neighborhood will also be targeted in year two of the updated 5-year work plan. 

 

New to the 5-Year Plan and starting now in Year 2 is the Automated Traffic Management System (ATMS).  This electronic system is an intelligent transportation system and will be deployed to take advantage of information provided by existing roadside traffic sensors and the City’s existing traffic infrastructure. ATMS uses live traffic information to develop optimal traffic control strategies addressing traffic needs at a single intersection, along an arterial or along a given corridor.  This provides the City’s Traffic Operations Center the ability to provide real-time solutions, while the traffic is happening, to automatically adjust to changes in traffic conditions to minimize delays within the street network. 

 

The out years of the Measure T program will continue to include traffic signal replacement and traffic signal interconnection.  It will also consider the needs of non-motorized travelers, including pedestrians, bicyclists, and persons with disabilities, in all planning, maintenance, construction, operations and project development activities and products.  The adopted 5-year work plan will be submitted to the Measure T Independent Taxpayer’s Oversight Committee for review and recommendation for adoption by the NVTA-TA Board. 

 

Based on current projections, the Measure T 5-year workplan will use a maximum budget of $8 million for each of the next two years. 

 

Public Work’s Measure T Team will continue to prepare plans, specifications and estimates and publicly bid the projects from the Measure T Work Plan.

 

FINANCIAL IMPACTS:

There is no financial impact associated with these actions as projects that will be funded by Measure T are eligible for 100% reimbursement of incurred project costs.

 

CEQA:

City staff recommends that the City Council determine that the Recommended Action is exempt from CEQA pursuant to CEQA Guidelines Section 15301 (repair, maintenance or minor alteration of existing facilities involving no or negligible expansion of use beyond that which presently exists).
