Adopt a resolution authorizing the Public Works Director to award and execute a construction contract to Granite Construction Company for the Trower Avenue Rehabilitation Phase 2 - Dry Creek Road to Linda Vista Avenue, Jefferson Street to City Limits (ST20PW06) in the bid amount of $1,289,455.85; authorizing the Public Works Director to approve contract amendments and charges for project services up to a total amount not to exceed $1,780,240.66; and determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:

Measure T is a local ½ cent sales tax measure specific to transportation infrastructure in Napa County.  Measure T funding is to be used for maintenance, reconstruction, and/or rehabilitation of streets, roads, and transportation infrastructure within the public right-of-way including but not limited to: sidewalks, curb and gutters, curb ramps, lighting, traffic signage, striping, and local roadway drainage.  On July 16, 2019, City Council adopted the City’s updated 5-year Measure T Work Plan.  This Trower Avenue Rehabilitation Phase 2 - Dry Creek Road to Linda Vista Avenue, Jefferson Street to City Limits project (“Project”) is the City’s second Measure T Year-2 project.

 

The Project consists of repairing/replacing failed sections of concrete sidewalk, curb and gutter and ADA ramps, then an asphalt grind and overlay of the street surface, finished with new traffic pavement markings.  The project is located on Trower Avenue from Dry Creek Road to Linda Vista Avenue and from Jefferson Street to City Limits.  The street resurfacing work will be occurring on the west end of Trower from Linda Vista Avenue to Dry Creek Road.  The concrete work will be occurring in locations along the length of Trower with most of the work happening on the east end, from Jefferson Street to the City Limits.

 

The engineer’s estimate of probable construction cost for the Project is $1,500,000.

 

Staff publicly bid the Project during the month of July. On July 23, 2019, five (5) formal bids for construction were received.  The bids were as follows:

The contingency, contract administration, construction management, inspection costs, and geotechnical testing are estimates.  The funds can be used interchangeably between the items listed above.

 

FINANCIAL IMPACTS:

The existing Project budget is sufficient to cover the Project costs. There is no financial impact associated with these actions as projects that will be funded by Measure T are eligible for 100% reimbursement of incurred project costs.

 

CEQA:

City staff recommends that the City Council determine that the Recommended Action is exempt from CEQA pursuant to CEQA Guidelines Section 15301(c), which exempts the repair or minor alteration of existing streets, sidewalks and gutters.
