Reappoint incumbents, Ralph DeAmicis and Tom Brown, to the Napa Public Access Cable TV Board, with a two-year term expiring June 30, 2121.

DISCUSSION:

COMPOSITION AND PURPOSE OF THE COMMISSION

 

The Napa Public Access TV Board is the governing body to Napa Public Access Cable Television, Inc. (NPACT).  The Board is the decision-making body NPACT’s policies, projects, and budgets and makes recommendations concerning the noncommercial public, educational, and government television access in Napa County. 

 

Requirements: Individual members in good standing of NPACT.

 

Membership:  Eleven members, two of whom represent the City of Napa. The City representatives are appointed by the City Council. The remaining members represent a cross section of the community, including various governmental and educational jurisdictions. 

 

NUMBER AND TIMING OF VACANCIES INCLUDING SPECIAL QUALIFICATIONS

 

There are two vacancies due to the term expiration for Ralph DeAmicis and Tom Brown; both have reapplied.

 

RECRUITMENT PROCESS

 

The City Clerk accepted applications for the Committee from May 2, 2019 through May 31, 2019. Recruitment announcements were published on the City’s website, posted at various locations at City Hall, Human Resources, and the Community Services building, and sent to the Napa County Library, Napa Valley College, Napa Chamber of Commerce, Napa Valley Unified School District, Napa County Board of Supervisors, Napa County Administration, Napa County Hispanic Chamber of Commerce, Napa Valley Coalition of Non-Profit Agencies, Napa Valley Community Housing, Puertas Abiertas Community Resource Center, Leadership Napa Valley and Napa Valley Unified School District Communications Director.

 

APPLICATIONS RECEIVED

 

Two applications were received: Ralph DeAmicis and Tom Brown.

 

NOMINATION COMMITTEE RECOMMENDATIONS

 

Vice Mayor Sedgley and Councilmember Gentry, serving as the Council-appointed Nomination Committee, reviewed the applications that were submitted.

 

The Committee recommends the reappointment of Ralph DeAmicis and Tom Brown.

 

Pursuant to Section 4.7.2 of Policy Resolution 10, the City Council may either approve the nominations from the Committee as submitted or take further action to evaluate the applicants in accordance with Sections 4.5 of Policy Resolution 10.

 

FINANCIAL IMPACTS:

None.

 

CEQA:

The City Clerk has determined that the action described in this agenda report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
