DISCUSSION:

The purpose of this presentation is to provide background and a progress report on the City’s Sustainability Plan.

 

On July 24, 2012, the City Council adopted Resolution 2012-99, the City of Napa Sustainability Plan. The Sustainability Plan was developed through a collaborative process with the community to compile a comprehensive list of voluntary actions to enhance the quality of life and protect the environment.  While sustainability does not have one single definition, the general concept of sustainability involves the ability to meet the needs of the present without compromising the ability to meet the needs of the future.  Typically, sustainability focuses on three components: the stewardship of and respect for the environment and natural resources of a community; increasing and deepening the social equity among people in the community, including the education, skills and health of the population; and strengthening the economic and financial prosperity of the community. When these three components come together, sustainable solutions and outcomes result.

 

The City of Napa’s Sustainability Plan is organized into two sections, the City Government Sustainability Plan (“City Plan”) and the Community Sustainability Plan (“Community Plan”). The purpose of separating the Sustainability Plan into two distinct sections was to create an opportunity for ongoing implementation by the City for measures within its work program while other programs and initiatives were to be implemented by community members with City support.

 

The City Plan section is focused on a variety of programs and operational changes to reduce greenhouse gas (GHG) emissions that result from energy and water consumption, solid waste decomposition, transportation fuels, and planning and land use policies. These measures were analyzed for their long-term impact on the environment, and initial costs and long-term savings to the City. Examples of initiatives in the City Plan section include: retrofitting an additional 400 streetlights; encouraging staff to take the bus, carpool, vanpool, walk, or bike to work; and implementing the City’s Sustainable Purchasing Policy.

 

The Community Plan section captures input from the stakeholder and community participants about desired sustainability measures or programs that can be implemented by others. Types of programs in the Community Plan section include: investigating the viability of a local commercial Property Assessed Clean Energy (PACE) program; educating homeowners and businesses on affordable energy conservation techniques; continuing to promote bike safety; and creating an online sustainability map.

 

The attached progress report provides an update for the initiatives in each of the focus areas written into both the Community Plan and the City Plan.  Significant progress has been made in the implementation of the Sustainability Plan.  Please see the presentation entitled “Sustainability Plan Progress Report” dated September 3 for more detail.

 

FINANCIAL IMPACTS:

No funding appropriations are necessary for this report.

 

CEQA:

The Public Works Director has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
