Approve the City of Napa Response to the 2018-2019 Napa County Grand Jury Final Report entitled “Where’s my Costco? A History of the Napa Pipe Project,” and direct the City Manager to submit the response on behalf of the City Council to the Presiding Judge of the Superior Court.

DISCUSSION:
On June 28, 2019, the 2018-2019 Napa County Grand Jury submitted the Final Report entitled “Where’s my Costco? A History of the Napa Pipe Project,” as set forth in Attachment 2. State law requires the City Council to respond to each finding and recommendation of the Grand Jury, and submit the response to the presiding judge of the superior court within 90 days of the report. (See California Penal Code Sections 933 and 933.05.) In compliance with these requirements, the Community Development Director recommends that the City Council approve the recommended City Response to the Grand Jury Report as presented in Attachment 1.

There are no financial impacts associated with this item.
CEQA:
The Community Development Director has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
