Recommendation
Adopt a resolution directing the installation of the Historic Francis Bridge Plaques on the existing Third Street Bridge, and determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:
In 2002, the Francis Bridge crossing the Napa River at Third Street was demolished and replaced by a new bridge as part of the Flood Project. The Francis Bridge was constructed in 1932 and named after George M. Francis who was an owner of the Napa Register from 1870 until his death in 1932 and newspaper editor for many of those years. Francis was also Napa’s Post Master and President of Napa State Asylum.
The City currently has the plaques from the Francis Bridge in storage. During the City Council Meeting held on July 16, 2019, Councilmember Sedgley proposed staff prepare a future City Council agenda item for the Council to consider reinstalling these plaques on to the existing Third Street Bridge. Councilmembers Luros and Gentry concurred with bringing back the item for consideration.
If Council choses to adopt the resolution to direct staff to affix the plaques to the existing Third Street Bridge, Public Works operations staff will coordinate and execute the work. Staff will also have smaller plaques made to accompany the Francis Bridge plaques to explain the bridge history to add context for the posting of historic plaques on the newer bridge.
FINANCIAL IMPACTS:
Adequate funding exists in the current operations budget in Public Works. The work is anticipated to cost less than $2,000.
CEQA:
City staff recommends that the City Council determine that the action to adopt the resolution is exempt from CEQA, pursuant to CEQA Guidelines Section 15301 which exempts minor alterations of existing public facilities.
