Authorize the Finance Director to execute a contract with Vision Communications Corporation in the amount of $252,389.60, for the purchase of 13 radio repeaters with 5 years of service and support.

 

Body

DISCUSSION:

The City of Napa owns and maintains 13 radio repeaters. Radio repeaters are a combined system of both radio receivers and radio transmitters that receive and retransmit signals using two-way radios in critical Public Safety communication. The life span of a radio repeater is 10 to 15 years and our current repeaters have been in service for 20 years. Ramifications of the repeaters not being replaced are failure of the system and an increase in maintenance and repair adversely impacting Telecommunications staff resources. A system failure would result in a failure of radio communications between officer to officer, officer to Dispatch, and Dispatch to officer.

 

Vision Communications Corporation is a trusted Public Safety Communications dealer that partners with Tait Communications a seller to provide quality products for critical Public Safety Communication Infrastructure through NASPO contract #06913.

 

NASPO is the National Association of State Procurement Officials, a public cooperative contracting agency, which offers public entities competitive sourced contract options at best cost. The City is authorized to enter into this recommended contract with Vision Communications, under the terms of its NASPO contract, pursuant to the City’s Contracting Ordinance (Napa Municipal Code Section 2.91.060). Consistent with that ordinance, the City Manager has determined that the recommended contract with Vision Communications is the most cost-effective result for the City for this type of equipment.

 

FINANCIAL IMPACTS:

Funding for this purchase was approved in the 19/20-20/21 budget under decision package DP0448 and is available within the budget allocation for the Information Technology Division as follows:

$161,388.98 in FY2019-2020 from:

49610 (IT Nonrecurring) - 57405 (IT Equipment >5k)

 

$91,000.62 in FY2019-2020 from:

49610 (IT Nonrecurring) - 53201 (Professional Service)

 

CEQA:

The Information Technology Manager has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060 (c).
