Adopt a resolution authorizing the Public Works Director to award and execute a construction contract with Capitol Valley Electric, Inc., for the Kiwanis Park Lighting Upgrades Project in the bid amount of $181,175; authorizing a budget appropriation of $86,066, for a total project budget of $228,293; authorizing the Public Works Director to approve contract amendments and charges for project services up to a total amount not to exceed the total project budget amount; and determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:

The Kiwanis Park is a 1.8 acre ballfield located at 1201 Elm Street, along Coombs Street, Randolph Street and Elm Street. Kiwanis Park is one of four lit ballfields in Napa and is home to various recreation leagues including Napa Girls Fast Pitch Association, Junior Giants, the “Big Game” between Napa High School and Vintage High School, as well as the City of Napa Youth Flag Football League.

 

The current field lighting system at Kiwanis Park was installed in the mid-1980's. The 30+ year-old fixtures, poles and control systems are no longer efficient and failing as the components are nearing the end of their useful life.  The system will need to be replaced in order to continue use of the field for nighttime games during the summer and fall league seasons. If the lighting system is not replaced, this system will eventually fail and force the City to reduce league use to daytime play only.

 

The Kiwanis Park Lighting Upgrade project generally consists of removing the existing lights and installing new field lighting poles at Kiwanis Park. The work includes existing pole demolition, new pole and pole foundation installation, directional drilling, trenching, conduit installation, new control and monitoring system installation, and miscellaneous sidewalk/asphalt work.

The engineer’s estimate of probable construction cost for the Project is $175,000.

 

The timing for this project is critical given the age of the existing lighting system at Kiwanis Park, as well as the appropriate scheduling for construction to not interfere with the field events. Community field use at Kiwanis Park occurs between April and September leaving October and November available for construction before anticipated winter wet weather conditions and before Spring when league play picks up again.

 

Staff publicly bid the Project during the month of August with an engineer’s estimate of the probable construction costs of $175,000. On August 27, 2019, four (4) formal bids for construction were received.  The bids were as follows:

The contingency, contract administration, construction management, inspection costs, and geotechnical testing are estimates.  The funds can be used interchangeably between the items listed above.

 

FINANCIAL IMPACTS:

The existing Project budget is insufficient to cover the construction budget estimate. To meet the time-critical schedule of the Kiwanis Park Lighting Upgrade Project, staff proposes $86,066 be appropriated from the Sports Court Resurfacing Project (PK16PR01) to the Kiwanis Park Lighting Upgrade Project (PK 18PR01).  PK16PR01 currently has an unencumbered available balance of approximately $103,000.  The proposed budget from the Sports Court Resurfacing Project (PK16PR01) to the Kiwanis Park Lighting Upgrade Project (PK18PR01) will not affect City's current resurfacing priorities planned in FYs 2020 and 2021 given that necessary funds have previously been encumbered to address these needs (analysis of sports court conditions in future years may identify additional project needs that were not anticipated in the current project).
