Adopt resolution to appoint Assistant City Manager Frances “Fran” Robustelli as City Treasurer.

DISCUSSION:
City Charter Section 75 authorizes the City Council to appoint the City Treasurer. Historically, the duties of the City Treasurer have been performed by the Finance Director, as reflected in the designation of the Finance Director’s responsibilities in Napa Municipal Code Chapter 2.32.
The City’s current Finance Director, Brian Cochran, was appointed by City Council to serve as the City Treasurer on June 6, 2017. However, Mr. Cochran has accepted a position as Assistant City Manager in another city, and he has resigned as Finance Director for the City of Napa, effective October 10, 2019.
Upon the effective date of Mr. Cochran’s resignation, and until a new Finance Director is recruited and hired, the City Manager has appointed Assistant City Manager Fran Robustelli to serve as Finance Director; and it is recommended that the City Council appoint Ms. Robustelli to concurrently serve as City Treasurer. Upon the City Manager’s appointment of a new Finance Director, it is anticipated that the City Manager will return to Council to recommend that Council appoint the Finance Director as the City Treasurer.
FINANCIAL IMPACTS:
No financial impacts to the City have been identified with approving this action.

The City Manager has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
