Authorize the City’s voting delegate at the LOCC Annual Conference Business Meeting, on October 18, 2019, to vote in favor of two proposed LOCC resolutions: (1) call on the California Public Utilities Commission to amend Rule 20A to increase funding for undergrounding of overhead utilities in Very High Fire Hazard Severity Zones; and (2) restore and ensure proper funding by Federal and State governments to the U.S.-Mexico Border Water Infrastructure Program.

DISCUSSION:

The League of California Cities (LOCC) will hold its Annual Conference October 16 - 18, in the City of Long Beach. At the Annual Conference, the LOCC conducts its Annual Business Meeting where the voting delegate of each League Member votes to support or oppose proposed LOCC resolutions. These resolutions help guide cities and the LOCC in efforts to improve the quality, responsiveness and vitality of municipal government in California.

 

On August 6, 2019, the City Council appointed Vice Mayor Sedgley as the City’s voting delegate to represent the City at the LOCC’s Annual Business Meeting. Councilmember Alessio was appointed as the alternate voting delegate. A copy of the LOCC Voting Delegate Letter submitted on August 7, 2019 to the LOCC has been provided for reference as Attachment 1.

 

The LOCC’s bylaws stipulate that each City is entitled to one vote on matters raised during the Annual Business Meeting. The LOCC encourages each city council to consider the proposed resolutions and to determine a city position by providing voting direction to their appointed voting delegate in advance of the Annual Business Meeting.

 

There are two resolutions proposed for consideration, which have been included as Attachment 2 and 3 for reference. The first resolution requests the California Public Utilities Commission (CPUC) to amend its Rule 20A program for undergrounding overhead utilities to include projects in high fire hazard severity zones. This resolution is in line with the City of Napa’s priorities by improving disaster preparedness, recovery and climate resiliency.  The second resolution addresses international transboundary pollution flows by calling upon the state and the federal governments of the U.S. and Mexico to address water quality issues resulting from transboundary flows from Mexico’s Tijuana River into the United States.  This resolution aligns with the City of Napa’s efforts to ensure water quality and oppose contamination of water resources.
