Adopt a resolution authorizing the City of Napa to become a member of the Regional Government Services Authority, a Joint Powers Authority.

DISCUSSION:

Regional Government Services Authority (“RGS”) is a Joint Powers Authority formed by California public agencies to serve the needs of cities and other local government agencies.  RGS’ purpose is to provide expertise and administrative support exclusively for public agencies.  RGS is totally fee supported, charging client agencies for services.  They have the experienced staff to assist agencies with managing special projects, conducting independent operational assessments, assisting new or acting staff, and consulting on best practices in human resources and municipal finance.

Membership in RGS is not required for the City to contract for the fee-based services provided by RGS. However, by becoming a member of RGS, the City Manager, or the City Manager’s designee, serves on the RGS Board of Directors, which provides executive oversight regarding the services provided by RGS, helping ensure that RGS’ services remain attuned to the needs of the City and other local government agencies throughout the state. Each director on the on the RGS Board of Directors is also eligible for appointment by the Board to the RGS Executive Committee. There is no cost to become an RGS member, and RGS provides each member a yearly training stipend to offset the small amount of time spent on JPA governance. The training stipend is currently $10,000 per member.

Current members of RGS include the cities of Dublin, Larkspur, Walnut Creek and the Town of Yountville. Upon Council’s adoption of the recommended resolution, the City manager will designate the Assistant City Manager to serve on the RGS Board of Directors, which meets approximately four times per year.

 

FINANCIAL IMPACTS:

No financial impacts to the City have been identified with approving this action. RGS has a no cost membership which comes with a benefit to the City of a $10,000 training stipend. If the City were to contract with RGS for services, the City would enter a professional services contract, just as it would with any other vendor.

 

CEQA:

The City Manager has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
