Adopt a resolution authorizing the City Manager to execute a one-year contract amendment for Public Safety Dispatching Services provided to American Medical Response (AMR).

DISCUSSION:
On October 18, 2011, the Napa County Board of Supervisors signed a contract with American Medical Response (AMR) for ambulance services for all jurisdictions in Napa County. As part of the agreement, AMR is required to contract with the City of Napa for dispatching ambulance services. On January 2, 2012, the Napa Central Dispatch Center began dispatching AMR ambulance service for Napa County. The Napa City Police Department Communications Center is the primary answering point for all 911 emergency calls for the City of Napa, City of American Canyon, Town of Yountville and all unincorporated areas of Napa County.

The agreement with AMR was processed administratively to meet the effective date of January 2, 2012 and on January 17, 2012 Agreement No. C2011-285 was approved by City Council with an initial five-year term.

In June 2013, Agreement C2011-285 with AMR was extended by amendment through January 2, 2017. In 2017, Agreement C2011-285 was extended through December 2017. On April 3, 2018, Agreement C2011-285 was extended through December 2018. On August 6, 2019, Agreement C2011-285 was extended through December 2019.

The proposed amendment increases the compensation paid by AMR by 3% and includes reimbursement for new Mobile Data Computer Hardware and radio/pager telecommunication equipment purchased by the City for AMR.

FINANCIAL IMPACTS:
