Adopt a resolution authorizing the City Manager to execute a Project Specific Maintenance Agreement with the State of California Department of Transportation for the Interchange at State Route 29 and First Street, the Roundabouts Project, in the City of Napa, and determining that the actions authorized by this resolution were adequately analyzed by a previous CEQA action.

DISCUSSION:
In accordance with the Cooperative Agreement executed between the City of Napa (City) and State of California Department of Transportation (Caltrans) to construct interchange improvements at State Route 29 (SR 29) and First Street, both parties agreed to enter into a Project Specific Maintenance Agreement defining the roles and responsibilities for maintaining the City's local street network and the State's highway system at that interchange. This maintenance agreement will supersede the First Street (local road) maintenance responsibilities defined in prior Freeway Maintenance Agreements that exist between the City and Caltrans dating back to June 1964.

In general, this agreement divides the maintenance responsibility as follows:

Caltrans will maintain, at their expense, the entire structure of the vehicular and pedestrian overcrossings of SR 29 below the deck wearing surface and any wearing surface treatment placed thereon. All pedestrian screening installed at locations determined by Caltrans shall be maintained by Caltrans at their expense.
