Adopt a resolution authorizing the City Manager to execute a Project Specific Maintenance Agreement with the State of California Department of Transportation for the Interchange at State Route 29 and First Street, the Roundabouts Project, in the City of Napa, and determining that the actions authorized by this resolution were adequately analyzed by a previous CEQA action.

DISCUSSION:

In accordance with the Cooperative Agreement executed between the City of Napa (City) and State of California Department of Transportation (Caltrans) to construct interchange improvements at State Route 29 (SR 29) and First Street, both parties agreed to enter into a Project Specific Maintenance Agreement defining the roles and responsibilities for maintaining the City’s local street network and the State’s highway system at that interchange.  This maintenance agreement will supersede the First Street (local road) maintenance responsibilities defined in prior Freeway Maintenance Agreements that exist between the City and Caltrans dating back to June 1964.

 

In general, this agreement divides the maintenance responsibility as follows: 

 

Caltrans will maintain, at their expense, the entire structure of the vehicular and pedestrian overcrossings of SR 29 below the deck wearing surface and any wearing surface treatment placed thereon.  All pedestrian screening installed at locations determined by Caltrans shall be maintained by Caltrans at their expense.

 

The City will maintain, at its expense, the deck wearing surface and drainage system and all non-structural portions of the structure above the bridge deck, including, but without limitation: lighting installations, as well as all traffic service facilities (sidewalks, signs, pavement markings, guardrails, and/or bridge rails, safety fencing, etc.) that may be required for the benefit or control of traffic using that overcrossing.  The City is also responsible, at City's expense, for debris removal, cleaning, and painting to keep structures and facilities above the bridge deck free of debris, dirt, and graffiti.

 

City is responsible for the maintenance of any plantings or other types of roadside development along the elevated First Street corridor, above SR29 and within the "AREA MAINTAINED BY CITY" as shown in Exhibit "A" of Attachment 2.

 

City will maintain, at City expense, the shared use path in the "AREA MAINTAINED BY CITY", as shown in Exhibit "A" of Attachment 2 by providing sweeping and debris removal when necessary; and all signing and striping and pavement markings required for the direction and operation of the shared use path.

 

FINANCIAL IMPACTS:

Prior maintenance agreements between the City and Caltrans, executed at the time of construction of the Freeway, obligated the City to maintain roadway features and landscaping along First Street within Caltrans right of way.  Overall there is not expected to be a significant change in maintenance costs.  While there is an increase in roadway features such as signing and striping, concrete sidewalk, pavement and landscaping to be maintained, there will be a reduction in on-going maintenance costs associated with the removal of the traffic signal at the First Street/California Boulevard intersection.  Any change to maintenance costs can be absorbed within the existing budget. 

 

CEQA:

City staff recommends that the City Council determine that the potential environmental effects of the Recommended Actions described in this Agenda Report were adequately analyzed by the Mitigated Negative Declaration and Mitigation Monitoring Reporting Program for the State Route 29 Northbound First Street Ramps and California Boulevard Roundabouts Project, adopted by the City Council May 17, 2016, by Resolution R2016-68 and amended January 17, 2017, with the adoption of Resolution R2017-3, pursuant to CEQA Guidelines Section 15162.
