Authorize the Fire Chief to execute all documents necessary to accept a grant from the California Fire Foundation in the amount of $12,185, and increasing both revenue and expenditures in the Non-Recurring General Fund by $12,185 as documented in Budget Adjustment No. BE2003503.

DISCUSSION:

The Napa Fire Department recently received a grant from the California Fire Foundation in the amount of $12,185.  Grant funds were awarded to support the Napa Community Emergency Response Team (CERT) Emergency Preparedness program.  The CERT Program educates people about the hazards that affect the Napa Valley and trains them in basic disaster response skills, such as fire safety, light search and rescue, team organization, personal preparedness, and disaster medical operations.  People who go through CERT training have better understanding of the potential threats to their home, workplace and community and can take the right steps to lessen the effects of these hazards on themselves, their homes or workplace.  If a disaster happens that overwhelms local response capability, CERT members can apply the training learned in the classroom and during exercises to give critical support to their family, loved ones, neighbors or associates in their immediate area until help arrives.  Funding for CERT was requested to purchase items for a command post during the time of a disaster as well as public outreach events.  The funds will also purchase items to improve team communications internally and with Emergency Operations Center (EOC) and to protect members of the CERT team during training and response. 

 

FINANCIAL IMPACTS:

Approval of the recommended action will positively impact the General Fund and increase the Napa Fire Department expenditure budget by $12,185 over a one-year period offset by reimbursement from the California Fire Foundation.

 

CEQA:

The Fire Chief has determined that the recommended action described in this staff report is not subject to CEQA, pursuant to CEQA guidelines section 15060(c).
