Budget Appropriation for Measure T Preliminary Engineering Work

Recommendation
Adopt a resolution authorizing a budget appropriation in the amount of $250,000 for preliminary engineering work related to the projects Soscol Avenue Rehabilitation, Coombs Street and S. Coombs Street Rehabilitation, and Laurel Street Rehabilitation from the undesignated Measure T Fund balance, and determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:
On December 17, 2019, Council approved an update to the Measure T 5-year work plan. The 5-year work plan focuses the Measure T effort on the City's arterial and collector streets and their appurtenant transportation infrastructure. The City's Measure T 5-Year Work Plan is required to be adopted and updated every two years.
Measure T funding is to be used for maintenance, reconstruction, and/or rehabilitation of streets, roads, and transportation infrastructure within the public right-of-way including but not limited to: sidewalks, curb and gutters, curb ramps, lighting, traffic signage, striping, local roadway drainage, and intelligent transportation systems.
Upcoming years of the Measure T program will continue to include traffic signal replacement and traffic signal interconnection. It will also consider the needs of non-motorized travelers, including pedestrians, bicyclists, and persons with disabilities, in all planning, maintenance, construction, operations and project development activities and products.
In order to design and construct the projects listed within the schedule adopted in the 5-year plan, preliminary engineering work is required prior to the release of construction funds. This pre-engineering design work includes survey work, pavement coring and assessment work, as wel...
