Adopt a resolution authorizing the Public Works Director to approve a donation of $1,000 to Napa County Bicycle Coalition in support of Bike Month in Napa County for May 2020.

DISCUSSION:

May is National Bike Month, as well as Bike Month for Napa County. Each year, the Napa County Bicycle Coalition organizes a series of events and programs to encourage infrequent riders to get out and try riding a bike. This year for Bike Month 2020, the following events are planned to take place:

 

Kidical Mass Ride - Occurring on Sunday, April 26, the Kidical Mass ride will kick-off Bike Month. The Kidical Mass ride is for both kids and parents and will take place through downtown Napa. It will be chaperoned by the Napa Police Department.

 

Bike to Work and School Day - Occurring on Thursday, May 14, this event encourages people to leave their car at home and ride to work and school instead.  Energizer Stations will be located throughout Napa County and are hosted by local volunteers, merchants, and sponsoring organizations. They are stocked with snacks and other bike-themed giveaways encouraging those riding their bikes. Bike to Work Day has been celebrated in the Bay Area for over 25 years.

 

In addition to the above listed Bike Month events, the Napa County Bicycle Coalition will be providing valet bike parking at the Earth Day event on Sunday, April 26, and at the Napa Farmers Market to encourage bicycle transportation.

 

The Napa County Bicycle Coalition is a 501(c)3 nonprofit organization. Napa County Bicycle Coalition’s mission is to make it safe, convenient, and accessible to ride a bicycle anywhere in Napa County for all ages and abilities. In order to provide the above listed services and events, the Napa County Bicycle Coalition has requested support in the form of donations for Bike Month 2020.

 

The City of Napa Bicycle and Trails Advisory Commission received an overview of the events and purpose of Bike Month 2020 at their regularly scheduled February 13, 2020 meeting. The Bicycle and Trails Advisory Commission made a recommendation to Public Works Department staff to support the events of Bike Month 2020 by making a donation in the amount of $1,000 to Napa County Bicycle Coalition for the event, which is the same amount donated in 2019.

 

Supporting the events of Bike Month 2020 by making a donation in the amount of $1,000 to the Napa County Bicycle Coalition corresponds with the City’s transportation goals and policies. Policy T12.6 of the Transportation Chapter of the City of Napa General Plan is to “Encourage events that introduce the public to bicycling and walking such as bike-to-work, commuter challenges, bike/walk-to-school days, elected official bike rides, etc.”. This goes along with the City’s larger goals related to active transportation including increasing the number of trips made via bicycle and reducing traffic congestion throughout the City.

 

In 2019, the City of Napa, along with the County and the other cities and town within Napa County supported the Bike Month activities through donations.  If the donation is approved, the City would again be joining other local agencies and organizations in supporting the Napa County Bicycle Coalition in organizing activities to promote Bike Month 2020.

 

FINANCIAL IMPACTS:

There are sufficient funds in the adopted FY19/20 Public Works Department Transportation Engineering Budget (43011-55002) to allocate $1,000 as a donation to Napa County Bicycle Coalition, a 501(c)3 nonprofit organization, for support of Bike Month 2020.

 

CEQA:

The Public Works Director has determined that the Recommended Action described in this Staff Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
