Authorize the Utilities Director to award a construction contract to the lowest and best bidder, Vinciguerra Construction, Inc., for the Park Avenue and Jefferson Street Main Replacement Project in the bid amount of $1,167,850, and authorize the Utilities Director to execute the contract, contracts amendments and change orders on behalf of the City in an amount not to exceed $1,400,000; and determine that the actions authorized by this item are exempt from CEQA.

DISCUSSION:

The City of Napa owns and operates approximately 350 miles of water mains that conveys potable water to more than 85,000 customers through the City and County.  The City’s water system consists of a network of pipelines that vary in size, age, material and purpose.  Over time, certain portions of the City have experienced significant transformation (e.g. land use, density, etc.) over the originally installed water mains and unless there was an inadequate pipeline capacity to meet peak demands (including fire flow requirements), they were not identified for replacement in the City’s capital improvement program (CIP).

 

Generally, there are several variables (e.g. age, capacity, performance, frequency of failure, soil type, lack of redundancy, etc.) influencing CIP decisions; in this specific case, performance and age are the contributing factors as the existing water mains are undersized (e.g. four and six-inch) and have reached the end of their useful life.  In this specific case, a new twelve-inch water main will replace undersized water mains that are over 80 years old.

 

The Park Avenue and Jefferson Street water main replacements are both part of the City’s 20-year capital improvement program (CIP) and includes replacement of undersized water mains, fire hydrants and applicable intersection tie-ins along Park Avenue from California Boulevard to Jefferson Street, as well as Jefferson Street from Central Avenue to Menlo Avenue.  Additionally, this project includes the installation of a four-inch conduit in Park Avenue from Jefferson Street to the City’s Fire Station No. 2 and is being carried out in conjunction with other City projects that include Jefferson Street undergrounding and the local streets paving program.

 

On January 31, 2020, the City posted advertisement inviting bids and on February 19, 2020, received seven bids, which are listed as follows:

The engineer’s estimate was $975,000, plus 20% contingency which is standard due to inherent unknown variables associated with installing buried utilities

 

This project is subject to local business preference pursuant to Chapter 2.93 of the Napa Municipal Code which affords a local business preference of a three percent (3%) reduction factor to the bid.  There were no bidders that qualified for the local business preference.

 

City staff reviewed the bids and recommends selection of Vinciguerra Construction, Inc., the apparent lowest and best bidder.

 

 

FINANCIAL IMPACTS:

Funding for the Park Avenue and Jefferson Street Water Main Replacement project is provided by existing appropriations and is currently available in the existing Water Fund Capital Improvement Program Water Main Rehab and Replacement Project (53105-57601-WD20UT01-57601).

 

This action will authorize expenditures in the amount of $1,167,850, along with any contract change orders in an amount not to exceed $1,400,000.

 

As of March 4, 2020, the project balance is $ 1,972,494.04.

 

 

CEQA:

City staff recommends that the City Council determine that the Recommended Action is exempt from CEQA pursuant to Public Resources Code Section 21080.21, which exempts the installation of new pipeline less than one mile in length.
