Recommendation

 

Adopt a resolution: (1) authorizing the Public Works Director to award and execute a construction contract to Ghilotti Bros, Inc. for the Vineyard Park Area Concrete Repair Project (PWPINOTSW) in the bid amount of $920,703.25; (2) authorizing the Public Works Director to approve contract amendments and charges for project services up to a total amount not to exceed $1,087,774; (3) determining that the actions authorized by this resolution are exempt from CEQA; and (4) approving an increase of $287,774 to the Sidewalk Program Improvement Fund expenditure budget, as documented in Budget Adjustment No. BE2003505.

DISCUSSION:

This project provides improvements on several streets in the Vineyard Park/Pinot Drive area of the city and consists of the removal and replacement of damaged curbs, gutters, curb ramps, cross gutters, and sidewalks.

 

A base bid schedule of work items and an add-alternate schedule of bid items were included in the bid package.  Add-alternates are additional items of work that may be awarded as part of the contract if the bids received fall within the specified budget.  Determination of the lowest and best bid is based on the base bid total.

 

Eight (8) bids for construction were received and opened at 3:00 P.M. on February 27, 2020. The engineer’s estimate for the items of work listed in the base bid was $844,000.  The engineer’s estimate for the add-alternate items of work was $127,000.

Based on the bid result, the work items associated with the add-alternate will be included as part of the project construction. 

 

This project was subject to a Local Business Preference pursuant to Chapter 2.93 of the Napa Municipal Code which affords local businesses a preference of a three percent (3%) reduction factor to the bid.  This preference did not alter the bid results as no local business bids were submitted.

 

The construction budget is proposed as follows:

The contingency, contract administration, construction management, material testing, and inspection costs are estimates. The funds can be used interchangeably between the items listed above.

 

FINANCIAL IMPACTS:

Existing funding for the project includes $800,000 of current expenditure budget in the Sidewalk Improvement Program Fund, and a proposed additional appropriation of $287,774 from the Sidewalk Improvement Program fund balance. The Sidewalk Improvement Program has approximately $450,000 of available fund balance, of which $287,774 would be appropriated for the completion of this project.

 

CEQA:

City staff recommends that the City Council determine that the Recommended Action is exempt from CEQA pursuant to CEQA Guidelines Section 15301(c), which exempts the repair or minor alteration of existing streets, sidewalks, gutters, and similar facilities.
