RECOMMENDED ACTION:
Recommendation

Adopt a resolution adopting the salary schedules for Full-Time and Part-Time Employees.

Body
DISCUSSION:
Compensation for individuals employed by the City is established by the City Council by the adoption of resolutions or ordinances. For employees covered under collective bargaining agreements, the compensation is established with the adoption of the Memoranda of Understanding. Under the City Charter, the Personnel (Human Resources) Manager is responsible for preparing salary schedules for the consideration of the City Council.
Under California Government Code Section 20636, for compensation to be considered earned for the purposes of calculating retirement benefits under CalPERS, it must be paid pursuant to publicly available salary schedules.
Exhibit "A" to this resolution is the salary schedule for all Full-Time classifications with the City. Compensation for Part-Time and Extra Help employees is summarized in Exhibit "B", "Part-Time and Extra Help Salary Schedule - 2020." The salary schedules incorporate all City Council actions taken through January 21, 2020 to approve collective bargaining agreements and resolutions establishing compensation for Part-Time employees.
Both Exhibits "A" and "B" will be posted on the City's website and available to the public.

FINANCIAL IMPACTS:
No additional funding is required beyond that already allocated and approved in the City budget.

CEQA:
The Human Resources Director has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
