Approve the second reading and final passage, and adopt an ordinance repealing Napa Municipal Code Chapter 5.22 (Elder Caregiver Permits) and replacing it with a new Chapter 5.22 (Elder and Dependent Adult Protection).

DISCUSSION:
This is the Second Reading and Final Adoption of an ordinance repealing Napa Municipal Code Chapter 5.22 (Elder Caregiver Permits) and replacing it with a new Chapter 5.22 (Elder and Dependent Adult Protection). The introduction and First Reading was held at the Regular City Council meeting on April 7, 2020. If approved the Ordinance will become effective thirty days following adoption.
FINANCIAL IMPACTS:
None.
CEQA:
At their regular meeting on April 7, 2020, City Council determined that the Recommended Action described in this Staff report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
